The USA Cycling National Development Program (NDP) chalked two top-20 finishes in Italy and Portugal this week, as Carmen Small (Durango, Colo./TWENTY16 p/b Sho-Air) finished 12th at the Trofeo Alfredo Binda on Sunday, while Colin Joyce (Pocatello, Idaho/California Giant Berry Farms-Specialized) again led the U.S. U23 men at the March 26-30 Volta ao Alentejo with a 20th-place result.
